'So Great' M.P சோ!!

துக்ளக் 39 ஆம் ஆண்டு விழா பற்றிய டோண்டு அவர்கள் பதிவு மற்றும்
நண்பர் இட்லிவடையின் ஆடியோ இணைப்புடன் கூடிய பதிவுகளை படித்திருப்பீர்கள். அதில் சில நண்பர்கள் 'சோ' அவர்கள் பாராளுமன்ற உறுப்பினராக இருந்தபோது செய்த நலப்பணிகள் பற்றிய விவரங்கள் கேட்டு இருந்தனர்! நம்ம தான் 2003 ஆம் ஆண்டு முதல் பலத்த எதிர்ப்புகளுக்கிடையில் (!!) துக்ளக் இதழ்களை பத்திரப்படுத்தி இருக்கிறோமே, இந்த விவரங்களை எடுத்துப்போட்டு நம் பதிவுக்கான அஸ்திவாரத்தை போடுவோமே என்ற எண்ணம் எழுந்தது! பரணில் ஏறி பொக்கிஷத்தை தேடினால் நலப்பணி சம்பந்தமான ஐந்து இதழ்களில் ஒன்றே ஒன்று தான் இருந்தது. இருப்பினும், ஒரு அதிர்ஷ்டம் என்னவென்றால் கையில் இருந்தது தான் ஐந்தாவது பகுதி. அதில் நலப்பணியின் விவரங்களை தொடர்ச்சியான எண் குறியீட்டுடன் அளித்திருந்ததால் 75 முதல் 94 ஆம் திட்ட உதவி விவரங்களுடன் கூடிய இறுதிப்பகுதி இப்போது உங்கள் கணினித்திரையில்.

இதே போல் இப்போதிருக்கும் 40 மக்களவை உறுப்பினர்களும் ஏனைய மாநிலங்களவை உறுப்பினர்களும் தனது பதவிக்காலம் முடிய மூன்று மாதங்கள் இருக்கும்பொழுது தங்களது உறுப்பினர் நிதியிலிருந்து செய்த நலப்பணிகள் பற்றிய விவரங்களை வெளியிட வேண்டும் என்று வலியுறுத்தவேண்டும். நாம் அனைவரும் தகவல் உரிமை சட்டத்தின் மூலமாக இதை சாதிக்க இயலும் என்று நம்புகிறேன். அதிக விவரங்களுக்கு பார்க்கவும் 5thPillar.

மிக்க நன்றி டோண்டு சார்! தாங்கள் கூறியபடி துக்ளக் இதழின் விவரமும் வெளியிட்டுள்ளேன். இதற்கு முந்தைய நான்கு இதழ்களில் (5-11-03 முதல் 26-11-03 வரை) முதல் 74 பணிகளின் முழு விவரங்கள் வெளியிடப்பட்டுள்ளது.

You suffer from certain illusions.

You seem to think that an MP who DOES NOT divulge the details to the public showing how he had spent MPLDS money, must be pocketing all the money meant for the development of his constituency.

You are wrong. No MP can pocket the money. For that, you need to know how the money itself is released and who does that?

Union Government has a Ministry called Ministry of Statistics and Programme Implementation. It functions from New Delhi as all Ministries do.

It is charged with the responsiblity of framing rthe ules and regulations, the modalities of sanction and relase, and the restrictions of such fund. It issues instructions to the State Governments and also, to the District Collectors from time to time.

The MP who wants the fund cannot get it as he likes and when he likes. He ought to first spell out what purpose he needs the money for and when.

Thus, the MP must first arrive at the decision himself as to what he he wants to do with the money.

For e.g if he wants to build an overhead water-tank for supply of drinking water in a certain village in his constituency, he should find out the village, the location where he wants, and how this structure will, in fact, achieve the purpose he intends.

For this purpose, he seeks the advice of local people, if there are engineers among themselves, that is good. It is generally the local people or their leaders who come to him for this; and, naturally, they come with the appropriate and ideal plan of action.

With this, he writes to the District Collector.

"Dear Collector!

This is my proposal. You may carry out the proposal using my MPLDS funds immediately. I want it to be completed by..."

On receipt of this, the Distrcit Collector gives contract through public tender, either to the PWD or to the outsider. Agreement is arrived at; and fund required is decided and released for the work in instalments, but under the name of the MP. The check is government check, though. The MP is kept apprised of every transaction after it is over.

When the work is under way, the MP is kept apprised of from time to time. When it is compelted, he inaugurates it; or invites anyone else to do it. But the work bears his name like: This Water tank has been constructed from MPLDS fund of Shri...MP.

You see, my dear friend, at no point of time, or at no stage, during his entire tenure of five years, the MP can lay his hands on even a single rupee of the fund.

Everything is spent by the government through the DC but only in the name of the MP.

If all the fund has been spent on various proposals sponsored by the MP, and if the MP asks for further relase, he will be explained that his quota is over.

The above will make things clear to you that the MPs are not doing anything top secret here. They dont benefit monetarily.

The only charge that can be levelled against an MP is that he has not utilsed the fund fullyu or not at all; or spent it less; as a result, at the end of the tenure, a substantial part of his fund, is returned to the C&AG as unspent.

As Cho has pointed out once, many MPs have not spent the money.

The reason: they are not interested.

The reason for such uninterest: they may be sure that they may not get ticket again, for various reasons; and even if they get, that may not be for the same constituency.

Such MPs are not many. In TN, most of the MPs have spent. It is a suppression of fact or wilful mischief on the part of Cho worshippers like you and Raagahvan that it is only Cho who is PATRIOTIC.

All that you do is not to ask each TN MP. Instead, file a RTI application with the Union Ministry of S&PI who monitor the whole issue. Why dont you do that?

You cant ask the MP through an RTI. If you do, he is full right to reply to you. I dont keep such account. I dont need to publice it throughout the state or the country.

Your idol, Mr Cho Ramasaamy has so many educated persons like you who want to project him as a saint, because he is a brahmin. He should be shown as glittering against the dimness of the dummies, the other MPs whose major fault is that they are not Tamil brahmins.

Other MPs dont have dondu raagahvan and you to put up their good work online. You do it. Because your caste impulses make you do it.

Believe it or not, the entrie amount given to the late Murosali Maran and his son, Dayanithi was spent. Did they advertise it?

The entire amount was spent by the AIADMK MP H.P.Pandian in Cheranmaahadevi. Did they advertise it?

They did not do, because they dont want publicity from people like you to spread their name and fame all over the world. All that they are content with is the support base of the constituents (the people of their consitutency). This despite the fact that they may not get ticket to stand from the same constituency!

Throw away caste impulses! Raagahvan is an old man, who wants to carry the sin of caste to his crematarium. You are young, why do you spoil your life like that?

either you are ignorant or pretent to be ignorant.Generally to get things done with MP's fund people has to first collect 10 to 20% of the cost of the project and to hand over the same to the MP .then only he will recommend to the DC.another method is the contracter has to give 10 to 20% to the MP.More than 98% of MPs get benefitted by this scheme.If the the amount is not utilized then it does not mean that the MP is honest ; it means that nothing could be materialized.

My point was to scrutinize whether the entire amount has been spent by the M.P. As you have told, definitely there are loop holes in the system.

I have posted a response; but am not sure it was sent.

In that, I have pointed out that you are correct to say that an MP can get his cuts in recommending his proposals. But, he can do so only at that stage; beyond that, it is for the DC. During the implementation of the proposal, it is the govt officers who get the cut.

Whatever that may be, if the proposals get cracking and finally, get carried out fully; and if the target citizens get benefited from them, who bothers about who get what.

If an overbridge is constructed in your constituency, you use it to your happiness. That is all. People of a constituency dont examine what the MP has done in his private life; but concerned if their life is not made comfortable by use of the MPDLS funds.

Therefore, I would say, if an MP uses the funds fully, and the projects come through finally, that is enough.

Did Cho stand on the spot and oversee their constructions shwon in the pictures? Did he ensure that the contraactors did not get their cuts; or the govt officers. ?

He cant do that. Once the matter goest to DC, the MP's clout almost stops. The DC comes back to the MP and informs him it is done. That is all.

All your support for Cho is purely motifvated by casteed. Nothing else. Because, you yourself are not sure how many MPs have utilsed their funds fully. All over India, there are more than 1000 of them; and in TN, about 80 including both RS and LS. How are you sure that all of them are scums and only Cho is a saint? I dont say at all Cho shouldnt be lauded for utilising his funds fully. I say strongly that he shouldnot be lauded by you only because he is a brahmin. You, Dondu, and all others in many blogs are supporting him only for his caste.

File an RTI and find out and post your results.

The MPs who did good to their constituences are not at all your concern, because they dont belong to your caste. You dont even care to know how Dayanithi maaran or his late MP father spent their funds! This one-sidedness speak volumes for your casteism. "

I am delighted to see that you have come out with a detailed comment and thank you for your feedback.
What you have mentioned is what is there in the rule book. Have you checked what is the present day reality?
I agree with you that many MPs have not spent their entire allocation. If it is their lack of interest, shouldn't we insist them to show that interest?
How do you came to a conclusion that we are claiming other MPs as Non-Patriotic?
I have presented the details of welfare schemes recommended by CHO when someone asked for his contribution as M.P. And also the records are in the Thuglak magazine. Don't say that other MPs are not interested in advertising their welfare schemes. All political parties have their own magazine, TV and if they are ruling party, they use public money to advertise about their schemes. It is happening irrespective of which party that rules!! The concern here is the MPLAD scheme itself is misused.
